We continue today, the serialization of verbatim extracts from the main body of the Ban Ki Moon expert panel report in relation to the various allegations made against Sri Lanka. Moon’s expert panel had made five major allegations against Sri Lanka, the first of them being the high incidence of civilian casualties. In the first installment of this serialization, published yesterday, we dealt with the question of the number of civilians killed according to the calculations of Moon’s panel. In this second installment we publish what the Moon panel said about the shelling of civilian targets which was a part of the first charge against Sri Lanka.
