Mr. K. Ganesh, Government Agent (GA), Jaffna who is retiring from service Wednesday expressed his gratitude to all, particularly the media, for the cooperation offered to him in performing duties as the GA even under trying circumstances during war time, in a message to local media Tuesday. Ms. Imelda Sukumar, presently the GA of Mullaiththeevu district, will succeed Mr. K. Ganesh as the GA of Jaffna district from Thursday, sources in Jaffna said. Meanwhile, Mr. V. Velnathan, former GA of Ki'linochchi district, who had been arrested and detained under Prevention of Terrorism Act (PTA) for allegedly supplying information to Liberation Tigers of Tamil Eelam (LTTE) and released later is to assume duties as Mullaiththeevu district GA, the sources added.

Against the backdrop of minority voters being potential king makers in the upcoming elections, there was an announcement in Colombo today that Tissainayagam would be released on bail - the Attorney General who had been blocking bail until then announced last month that he has no objections and this opened the way to the release. It is as if the Big Bad Wolf told Red Riding Hood he had become a vegetarian after eating her grandmother. In previous lines posts, contributors have drawn attention to the Tissainayagam saga as a window into the draconian marriage of racism and authoritarianism that has been the hallmark of the Prevention of Terrorism Act (PTA). This latest development underscores the extent to which the Rakapakse government added callous opportunism to complete the trinity of crimes that accompany the PTA – it served the government’s political ends to jail Tissainayagam yesterday, and it serves its political ends to release Tissanayagam today. It is not everyday that crass opportunism coincides with a journalist’s liberty – there will undoubtedly be much celebration of the latter, along side clear sighted condemnation of the former.

The target group of this initiative will be persons in detention under the Prevention of Terrorism Act and Emergency Regulations promulgated under the Public Security Ordinance. Strict criteria will be adopted in selecting cases for review. They are that the detainee must have been in detention for a period of over 6 months with no initiation of criminal proceedings against him/her; or if in remand, have been in remand for a period of over a year with no prosecution launched against him/her; or have not had his/her file submitted to the Attorney-General for advice; or if the file has already been submitted to the Attorney-General, there was no advice forthcoming from the Attorney-General’s Department for 3 months since the date of submission.
